The MassHire Franklin Hampshire Workforce Board (hereinafter referred to as FHWB) is issuing this RFP for the purpose of selecting an organization with the appropriate capacity and expertise to design, administer and implement an innovative and compliant system of one-stop workforce development services for the benefit of the job seeker, youth, and business customers in the Franklin Hampshire MassHire Workforce Area (WDA). These services must be delivered in accordance with Workforce Innovation and Opportunity Act (WIOA) rules and regulations, guidance form the U.S. Department of Labor, the Commonwealth of Massachusetts, and policies set forth by the FHWB. These services must, at a minimum, include WIOA and related shared partner services and be delivered in an integrated model.

Notice of this competitive solicitation will be published in major newspapers serving the Franklin Hampshire region and via email to organizations on the MassHire Workforce Board’s bidders list. The RFP will also be published on the FHWB’s website.

The FHWB seeks to award a one year contract renewable for an additional three years, assuming satisfactory performance. All proposals must be submitted no later than 12:00 (noon) p.m. on Wednesday, January 22, 2025. A Bidders Conference will be held virtually on December 13, 2024 at 10am via ZOOM.

Eligible bidders must submit one (1) original and seven (7) paper copies of the entire proposal, along with one (1) electronic copy (.pdf format via USB flash drive). Proposals must be submitted by the proposal due date and time.

All relevant RFP materials will be available online or by appointment for in-person. The answers to technical questions raised in the Bidders Conference or emailed to info@masshirefhwb.org by that date will be posted on the http://www.masshirefhwb.org website.
